If your budget doesn't allow for rubber mats on the floor, try laying down some big panels of corrugated cardboard.  It's resilient to walk on, somewhat absorbant, cheap and easy to recycle when it gets worn. It's flamable too, so you wouldn't lay in where you're welding, would you?
